Sertifikasi Pengurangan Emisi Indonesia (SPEI) is a national certification framework established by the Government of Indonesia to verify and recognize emission reductions from climate mitigation activities across various sectors, including forestry, energy, agriculture, and waste. SPEI serves as a key instrument to support the implementation of Indonesia’s climate commitments under the Paris Agreement, particularly its Nationally Determined Contribution (NDC).
SPEI provides a standardized system for the Measurement, Reporting, and Verification (MRV) of emission reductions, enabling the issuance of certified units known as Sertifikat Pengurangan Emisi (SPE). These certificates can be used for compliance or voluntary carbon markets and serve as a mechanism for performance-based climate finance, both domestically and internationally.
The SPEI framework integrates principles of environmental integrity, transparency, and additionality. Eligible projects must demonstrate measurable, reportable, and verifiable GHG reductions and comply with criteria such as no double counting, permanence, and social and environmental safeguards. Projects are assessed through a structured process involving validation, verification by accredited third parties (Lembaga Penilai), and registration with the National Registry System on Climate Change (SRN-PPI).
Emission reductions certified under SPEI must not result from activities that threaten biodiversity, violate community rights, or operate outside legal and regulatory boundaries. The system is designed to ensure that Indonesia’s emission reduction efforts are credible, high-quality, and aligned with international carbon market mechanisms such as Article 6 of the Paris Agreement.
