Sistem Verifikasi Legalitas Kayu (SVLK): Indonesia’s Timber Legality Assurance System

The Sistem Verifikasi Legalitas Kayu (SVLK) is Indonesia’s national timber legality assurance system, established by the Government of Indonesia through a collaborative multi-stakeholder process. The system was designed to ensure the legality of forest resources and provide full traceability of timber and forest-based products throughout the supply chain, from the forest of origin to the final market.

SVLK serves as a key instrument in promoting responsible forest governance and supporting sustainable forest management practices that balance environmental protection, social responsibility, and economic development. By ensuring that forest products originate from legal and verified sources, SVLK contributes to the preservation of forest ecosystems while strengthening the credibility and competitiveness of Indonesian forest products in international markets.

As the first timber legality verification system in Indonesia to receive international recognition, SVLK has gained significant global acceptance, including formal acknowledgment by the European Union under the Forest Law Enforcement, Governance and Trade – Voluntary Partnership Agreement (FLEGT-VPA). This recognition demonstrates Indonesia’s commitment to combating illegal logging, improving forest governance, and promoting transparency within the forestry sector.

A defining characteristic of SVLK is its inclusive development process. The system was formulated through active participation from a wide range of stakeholders, including government institutions, private sector representatives, non-governmental organizations (NGOs), local communities, and civil society organizations. This collaborative approach has helped ensure that SVLK remains transparent, credible, and applicable to both large-scale forest industries and community-based forestry enterprises.

SVLK establishes a comprehensive framework of legality requirements and verification criteria covering compliance with forest licensing and regulatory obligations, implementation of sustainable forest management practices, protection of environmental values, respect for the rights of Indigenous Peoples and local communities, and the application of robust traceability and reporting systems. Through these requirements, SVLK provides assurance that certified timber products originate from legal sources and are produced in accordance with applicable laws and sustainability principles.

Furthermore, SVLK prohibits the sourcing of timber from protected areas, conservation forests, and other locations designated for protection under national legislation or international commitments. By enforcing these safeguards, the system supports Indonesia’s broader efforts to conserve biodiversity, reduce forest degradation, and promote sustainable use of forest resources for present and future generations.
