VLHH Kayu Hilir: Downstream Timber Legality Verification in Indonesia

Indonesia is one of the world’s largest producers and exporters of timber and wood-based products, and for over a decade, the country has built one of the most rigorous timber legality assurance systems: the Sistem Verifikasi Legalitas dan Kelestarian (SVLK), i.e., the Timber Legality and Sustainability Verification System. Within SVLK, one specific component matters enormously for processors, traders, exporters, and importers of wood products: Verifikasi Legalitas Hasil Hutan (VLHH) Kayu di Hilir, commonly referred to as VLHH Hilir, or downstream timber legality verification.

  1. What Is SVLK, and Where Does VLHH Hilir Fit?

SVLK was developed as a multi-stakeholder system to ensure that timber and timber products circulating and traded in Indonesia and exported abroad originate from legal sources, with full traceability from the forest to the finished product. SVLK became fully mandatory across the entire supply chain, from upstream (hulu) to downstream (hilir).

VLHH itself is divided into two segments based on where a business sits in the supply chain:

  1. VLHH Hulu: applies to upstream actors such as forest concession/utilization permit holders (PBPH), land-rights holders, and holders of forest-area-use approvals (PKKNK).
  2. VLHH Hilir: applies to downstream actors such as processors, traders, exporters, and importers who receive, process, and move timber and wood products onward through the supply chain.

VLHH Hilir is where most manufacturing, trading, and export/import businesses in the wood products sector will directly interact with SVLK.

  1. Who Needs VLHH Hilir?

Based on the current SVLK standards and guidelines (Keputusan Menteri LHK Nomor SK.9895/MenLHK-PHL/BPPHH/HPL.3/12/2022), VLHH Hilir covers five categories of business actors, each with its own dedicated verification standard:

PBPHH (Pemegang Perizinan Berusaha Pengolahan Hasil Hutan): holders of forest product processing business licenses, i.e., primary wood processing industries.

PBUI (Perizinan Berusaha Usaha Industri):  holders of general industrial business licenses that use wood as a raw material, typically secondary/downstream processing industries (furniture, panel products, etc.).

TPT-KB (Tempat Penampungan Terdaftar – Kayu Bulat/Kayu Olahan): registered timber collection/storage yards that receive and distribute logs or processed timber.

Eksportir (Exporters): companies exporting timber and wood-based products, who require legality verification to obtain export documentation.

Importir (Importers): companies importing timber or wood-based raw materials into Indonesia, who must verify and declare the legality of their imported raw material sources.

If your business falls into any of these categories and handles wood or wood-based products, VLHH Hilir certification is very likely required, either as a mandatory condition of doing business or as a practical necessity to access key export markets.

  1. How the VLHH Hilir Verification Process Works

While specific steps can vary slightly depending on the type of business actor (PBPHH, PBUI, TPT-KB, exporter, or importer), the general verification pathway follows this structure:

  • Application: The business submits a certification application to an accredited, independent verification body with organizational documents, scope of operation, and relevant licenses.
  • Document Review (Audit Stage 1): The LPVI reviews the applicant’s legal documents, standard operating procedures, supply chain records, and previous compliance history to confirm readiness for field verification.
  • Field Verification (Audit Stage 2): Auditors conduct an on-site assessment, verifying physical stock, incoming/outgoing timber records, traceability documentation, and conformity with the relevant VLHH Hilir standard.
  • Decision-Making: Findings are reviewed through an independent decision-making process at the LPVI to determine certification outcome, free from conflicts of interest with the auditors who conducted the assessment.
  • Certificate Issuance Once verified compliant, the business receives an S-Legalitas certificate (SVLK legality certificate) and is authorized to use the SVLK mark on its products in accordance with official guidelines.
  • V-Legal Document / FLEGT License (for Exporters): Exporters with a valid S-Legalitas certificate can apply for a V-Legal document for each shipment. Since Indonesia became the first country to implement a FLEGT Licensing Agreement with the European Union, V-Legal documents function as FLEGT licenses, allowing Indonesian wood products to enter the EU through the “green lane”, thereby bypassing the additional due-diligence checks otherwise required under EU timber regulations.
  1. Why VLHH Hilir Certification Matters for Your Business

Regulatory compliance: SVLK/VLHH certification has been mandatory for a wide range of wood-based products moving through Indonesia’s domestic and export supply chains. Operating without it can mean restricted market access or exposure to legal and administrative risk.

Export market access: For exporters, V-Legal documentation under VLHH Hilir provides FLEGT-licensed access to the EU market and addresses legality-of-origin requirements increasingly demanded by other markets, including in the context of stricter deforestation and due-diligence regulations emerging globally.

Supply chain traceability: VLHH Hilir strengthens the ability of processors, traders, and exporters to demonstrate exactly where their raw material came from, which is an increasingly important requirement for buyers and financiers alike.

Reputation and buyer confidence: Certification signals to international buyers, financiers, and regulators that a business’s timber supply chain is transparent, compliant, and low-risk.

  1. SIP’s Verification Service for VLHH Hilir

SIP operates as an independent verification body conducting VLHH Hilir assessments in accordance with the approved standards. As with any accredited verification body, SIP’s role is to independently assess a business’s conformity against the applicable standard, i.e., not to advise on or design the systems being assessed, in order to preserve the impartiality that gives the resulting certificate its credibility.

Businesses within SIP’s scope of accreditation can apply for VLHH Hilir verification through SIP’s standard certification process, covering document review, field verification, independent decision-making, certificate issuance, and periodic surveillance as described above.
